Description: Game role changes are logged to #modlog when the role order is changed, even though the game roles didn't change.

Steps to Reproduce:

Create a new game role
Move it up so that multiple roles get in a different position

Result: All the changed roles are posted to #modlog, despite their name remaining unchanged. Removing permission to send message spams the console constantly. There may be multiple messages for a single role.

Expected Result: Nothing is posted.
