Config pregen (#59)
Permission improvements, perm group support
ReadOnlyConfigData added
Added error message if needed for member assigning
Allowing commands by default (at least with LuckPerms, doesn't work with PEX; #65, #63)
The test config option is now a proper config option
Fixed enabling components after the owner plugin has been disabled once (TBMCPlugins/DiscordPlugin#97)
