Describe the bug
On attempting to create a faction claim seemingly anywhere, factions will state that you are "too close to a town" to create a faction claim.

To Reproduce

Find an area that is not spawn or already towny claimed
Use any variant of /f claim

Expected behavior
A claim corresponding with the parameters of the claim command used to be established

Haven't tested this a lot, probably due to config files defining a ridiculous minimum distance away from towns.
